Why was 'Il est quinze heures et quart' marked wrong? Thanks.

Just to add to Maarten's excellent answer, the only accepted correct answers are -

Quinze heures quinze

Trois heures et quart de l'après-midi

You used 'mixed clock' expressions. 'Quinze heures' is using 24 hour clock - this maintains its (military) precision by needing the minutes expressed, not using et quart, et demie or moins le quart. The latter phrases are only used with the 12 hour clock See the green bar 'Attention' in the lesson.
