When I listen to this, I'm sure I'm hearing Il Y a-t-il un problème ? - Oui, il y a un problème.

Perhaps I'm just imagining it?

No I don't think you are imagining it - definitely sounds a bit that way. (My wife is French and hears it similarly - so it is not just our untrained ears) ! Perhaps a recording issue?
