Why in this example "ce qui n'est vraiment pas de chance" do we use être rather than the avoir we usually see with avoir de la chance?

It is just a general expression using c'est
...ce qui n'est vraiment pas de chance = ...which is really unlucky
from -
C'est pas de chance = It's unlucky
rather than attributing it to a person which would use avoir -
Elle/il n'a vraiment pas de chance =She/he is really unlucky
