Yes, you are right, you can use the word 'flaques' on its own, which will imply 'd'eau', and we have added it to the possible answers.
Of course, it can stand for any other liquids -
flaques d'essence = puddles of petrol
flaques de sang = puddles of blood
flaques de boue = puddles of mud
flaques de vin = puddles of wine
In a wood, we assume that we are talking of water, but maybe I watch too many thrillers and would specify 'd'eau' just in case it could be 'de sang' !!!!!
