I had put "suffisante", as I thought that that was refering to the exigence (feminin). Is this masculine bcause "ce que" acts like "c'est" and requires a neutral ie masculin adjective? Or is the agreement with something other than exigence?

Here are two other examples:
Marie considère ce que Victor a fait suffisant. = Marie sees what Victor has done as sufficient.
Tu es doué pour la peinture ce que je trouve fascinant. = You are talented at painting which I find fascinating.

I see the key point here as "certains" (people) unspecific, and the verb considérer is conjugated in the présent indicatif ils/elles accordingly; and with the adjective "suffisant" therefore correct as written.
