The adverbial pronoun 'Y' can replace expressions introduced as " à + thing ".
In this example, the response would be "... je crois qu'il arrive bientôt ... " (or synonymous phrase) with 'le' replacing the idea '...qu'il arrive bientôt '.
" Le/l' " is not interchangeable with 'y'.
Y can replace à + [thing/object/location] (French Adverbial Pronouns)
