The last sentence, is the narrator really referring to age or is this an idiom? To be dressed up? for the New Year.

The expression is 'avoir hâte d'être au 31' meaning to look forward to being on the 31st December.

I interpreted it as referring to the date (31 December)? Can it also mean she’s looking forward to it being 31 December, as well as this dressing up idiom ? (which I hadn’t know of before so thank you)
