What is the literal translation of Sonnez les Matines. It seems to be an imperative but the translation I found was 'Morning bells are ringing' not ring the morning bells.

That's translation for you :)
I would say that this sentence is addressed to Frère Jacques (Friar Jacques) to ask him to "ring the morning bells!" => "Sonnez les Matines !".
