Oui, absolument !
To say "it's raining", you will use the verb pleuvoir (to rain) in French, with the impersonal pronoun Il:
Il pleut (it's raining)
Il pleuvait (it was raining)
Il a plu (it rained)
Il pleuvra (it will rain)
etc
