As in this sentence we are talking about Cecile(female), so why we use "anglais" instead of "anglaise"

Hi Jaidev,
It is because anglais ( English - the language) is masculine.
But you would say,
Judith est anglaise et elle parle le français couramment = Judith is English and she speaks French fluently
