Why isn't there a "ne" with "avant qu'ils soient dévalisés"?

Yes indeed, as Ann says it can be dropped ( and mostly is) in speech.
Take a look at this Kwiziq lesson confirming this -
Avant que + ne explétif + Le Subjonctif = Before I do

I think it is because it is not often used in speech. (It's more formal in a written form.)
