 It is -
Les personnes de nationalités différentes = People of different nationalities
simply 'of' not 'of the' which wouldn't make any sense in English either

I would like to know also. I suspect your example might not represent this lesson since 'personnes' is the noun. And you are saying, in a sense, "people of different nationalities" which means that "different" and "nationalities" are both adjectives.

@Don: the adjective différentes uniquely and unmistakably belongs to the noun nationalités. There's no ambiguity there.
