Bonjour Lynn,

"Que faire" is considered more formal than "quoi faire":

Que faire en cas de tremblements de terre ? = What to do during an earthquake?

Attention : Using "Quoi (+ [infinitive verb]) ?" as an interrogative pronoun is rather colloquial in metropolitan French. I personally do not recommend this structure (although it seems to be used a lot in Canadian French).

You can use both in a sentence as a relative pronoun:

Je ne sais que faire = I don't know what to do

Je ne sais pas quoi faire I don't know what to do

I hope this is helpful.

Bonne journée !
