So will "tous les campings n'acceptent pas les chiens" be generally understood as "not all campsites accept dogs" rather than "all campsites don't accept dogs"? This is surprising to an English speaker!

That's an interesting comment, Chris, and having checked with our English specialist, you could not say -
" All campsites don't accept dogs''
In English, it is just the way it is expressed in French.

Perhaps if the text were to be written in the passive voice, it would be easier to understand.
"Les chiens ne sont pas acceptés par tous les campings"
