Tu as une sœur

The second singular person of the verb "To have", in French, ends with "s", and I thought that if after a word ending in s, or even x(?), there is a word starting with a vocal, or y, then to pronunce correctly you have to do the "liaison". Then why in this case we don't do that? may be because it's a verb?
