That is a complex sentence and you need to read the sentence as a whole. Qui is the subject of the verb voire ( qui ... voit), relative pronoun for “la revolution ...”.; qui is translated as ‘which’ in the transcript.
“La révolution ...” is the subject of the verb “inspirer” (La révolution ... inspire) which continues the main clause.
