How do I say "he never calls me back?"I just can't work out the best way to say this

I don't understand the rule about ordering object pronouns So I understand that object pronouns go in front of the verb but I just don't "get" the rule. So I know Je lui ai parlé. = I talked to him. But can someone point me at an explanation of this rule?
