"Comment il se fait que..." simply not idiomatic?

Is it simply the case that "Comment il se fait que..." is not idiomatic? Or do French people sometimes say it (rightly or wrongly)?

Bonjour Harry,

"Comment il se fait que..." might be heard / used by French people. However, it is not the way to say it grammatically, i.e. one should use the inversion '-il'. I have heard it in the past but very rarely...

I have never heard it. Whether it is *never* used, I can't say.
