when to use Ce and Ça. Because i read that Ce is used only with etre. But that is not always the case. It is even followed by adjective and adverb

"Ce" is mainly used with the verb "être" to which you will tend to add adjectives or adverbs:
C'est beau ! = It's beautiful!
C'est vraiment beau ! = It's really beautiful!
Ce sera parfait. = It will be perfect.
Ce n'était pas sympa. = It wasn't nice.
You might also find the following but it is considered quite formal/archaic and very rare:
Ce me semble une erreur. = This seems a mistake.
So, in all, you will use "ce + [être]" most of the time.

When you say ce can be followed by an adjective, I just wondered if you were thinking of the demonstrative adjective ce, which pertains to a noun but will be separated from it if there is a "BAGS" adjective. For example: ce beau livre, ce grand homme. Several short French words have more than one function eg lui, leur, que.
(ce, cet, cette, ces Ce/cet/cette and ces = this/that and these/those (French Demonstrative Adjectives) ).
