In this text, I was thinking this should have been dûe (avec un accent circonflexe) , is this something that was given a reformed spelling ?

I think the circonflexe would only be on dû in this case to distinguish that word from "du" (the contraction of de le). But in the feminine form there is no such distinction required. My opinion only from the top of my head, i haven't researched it, so may be incorrect.
