why is it "doit faire" for "must be" and not "doit être" as I've looked it up and you can use "doit être" ?

No, you have to use the verb  'faire' with time -

Ça va faire au moins 7 ans que... = It's been almost 7 years that ...
Ça fait 25 minutes que je t'attends = I have been waiting for you for (the last) 25 minutes

It would be sooooo much easier if you just posted the entire sentence under question. The answer often depends on context and just two words aren't enough to attempt an answer.
