In the sentence " J' utilise ces tomates. Ce cont les dernières". Why can't we say "elles sont les dernières" since we talk about specific tomatoes?

If I can say 'telephone-lui, why can I not say "regarde-lui? I cannot see the difference.

Which one is the correct way to say 'do not forget': 'n'oublie pas' or 'ne pas oublier' ? Somtimes I have seen imperative sentences with ne+pas+infinitive but I dont know the rule behind..
