Imperative vs. inverted question

“Parlez-vous avec Paul” was translated in the quiz as, “Are you speaking to Paul?”  But couldn’t it also be an Imperative, (Speak to Paul!) since the example has no question mark.

The imperative would be: parlez avec Paul, without vous.

It could be interpreted as declarative and not necessarily interrogative.  That's why a question mark is necessary.
