I've been told by a well-trained French teacher to never begin a sentence with "cependant." He said to use "bien que." Has this rule been superseded?

Why is the subjunctive used after "C'est une bonne chose qu" but the indicative is use after "Heureusement que"..... both seem to be an expression of preference which normally has the subjunctive following??
Are there different contexts where one can use "veut" instead of the "avoir envie de"?
For instance, why can't i say "je veut le chocolat"? When do i get to say "j'ai envie du chocolat"?
