Could someone kindly elaborate on the grammatical structure behind instances when ‘ne’ and ‘pas’ occur side-by-side, like ‘Tu peux ne pas venir’ and ‘Prière de ne pas déranger’ please?

Bonjour!!

I had these two sentences in a work book and one of them doesn't use le in front of the day of the week, why is that?

Vas- tu au cinema dimanche?

Are you going to the movies on Sunday?

il va à la bibliothéque le samedi

He goes to the library on Saturday.

I'm curious to know why this sentence isn't conjugated with avoir (passer + time) or "se passer" (to happen/take place)?  Would it be incorrect to write "Le weekend s'est passé très vite"?
