Adjective before and/or after its noun

Why does an adjective sometimes come before the noun it modifies, and other times it comes after?

ex. "un grand bol..." (adjective coming before)

"une voiture verte..." (adjective coming after)

DevoirWe are told that devoir can sometimes mean 'to need to [do]' yet only one example is given and no further explanation. In the example devoir is followed by a verb in the infinitive. Is that how devoir can be used?
