There has to be a question mark.

The phrase in the kwiz, Lisez-vous ce livre; does not have a question mark.  I think the exercise is wrong.  "Lisez-vous ce livre" has a clear and very distinct meaning in French:  Read this book.  Without a question mark, it cannot be a question, so I chose the translation closest to the correct translation feeling that it could not possibly be a question.  I am afraid Kwiziq is going to have to put in the question mark to be correct.  Or you can say, "If the following phrase were a question, how would you translate it."  It is simply wrong to say that it is a question when there is no question mark.

If the French was -

"Lisez-vous ce livre?" 

It has to be a question as the inversion is used for questions and the question mark is missing.

I see Richard's point, but I suppose if the question mark was included, it would make it too obvious that it's a question.

It's important to understand that it can't be an imperative, because it's not a reflexive verb. I used to be very confused about this, because on my first day of learning French, our teacher got us to stand up and then sit down by saying "Levez-vous" and "Asseyez-vous". Several decades later I finally understood that this was not just the normal way of forming an imperative.
