Why is "Mais ils sont venus me dire bonjour plus tôt" marked wrong in favor of "Mais ils sont venus me dire bonjour toute à l'heure?"

Why is the subjonctif présent of "partir" used in the above sentence when the sentence refers to the past tense? It was written in English as "Before they went to live over there". Why is it not "Avant qu'ils ne soient partis s'installer là-bas" ? Can someone please enlighten me? Thank you.
I did not see mention or explication of en also meaning to.
We are asked to use the historic present for one small section and then revert to the past tenses. I’m not clear why there is that change. Whenever I have seen the historic present used at various sites, they maintain it all the way through.
Help.. I am struggling with B2 rather more than expected and have just spotted that all the recommended lessons are C1.. can this happen or have I done something and how do I escape?

i am in A2 level with 80% score , dashboard shows recommend level is B1 but all the recommend lessons stay in A2 .. i don't want to manually jump to B1, I am wondering when the B1 lesson will be added in.
